The picture’s not entirely clear, but I think I see a gold-ish tint to the bolt: grade 8? And those bumpers are rated for what, 3000 lbs or so?
This goofy-ass setup would probably work for a LIGHT load.

The hitch goes into the receiver. In this case, the guy didn't have a receiver, so he flipped the hitch and put a bolt through the hole where the ball would go to connect it to the bumper. Looks like he drilled a new hole in the hitch to mount the ball.

Yeah, he must have drilled it. The ball-mount is supposed to only have the sides open, for the pin to secure it to the receiver.

I guess they couldn’t get the ball off? Looks like it’s fairly rusted. Maybe they really don’t have a clue, but I know the things I’ve done while knowing full well it wasn’t the “right” way to do it and I like to think better of people. There are a lot of light things that can be pulled around using a ball.

They had to drill a hole for the new ball placement since backwards hitches don't have a place to put a ball.
